Another landed under the house and a third hit his bedroom window, but ricocheted.The man’s wife, Judy Barker said she had just finished reading her Bible when the two explosions were heard.One of the ‘bottle bombs’ found at the scene“One was in front and one was at the back,” she recalled while noting that she immediately woke her husband.The woman stated that as the Police arrived and commenced their investigation, there was evidence that one of the bottles was thrown under the house. 21 February 2013 A meeting of major role players in South African platinum mining has spoken out against violence and committed to promoting workers’ right to associate and disassociate with any union. The meeting was assembled by Mineral Resources Minister Susan Shabangu following a violent incident at Anglo American Platinum’s (Amplats’) Siphumelele mine in Rustenburg, North West province on Monday. Thirteen people were injured in a conflict which is believed to have flared up because of rivalry between workers’ unions. Represented at the meeting in Pretoria were Amplats management, the Chamber of Mines of SA, the National Union of Mineworkers (NUM), the Association for Mineworkers and Construction Union (AMCU), the National Union of Metalworkers of SA (Numsa), and UASA. The meeting, which began on Tuesday and continued on Wednesday, sought to canvass immediate actions to be taken by organised labour, business and the government in dealing with recurrent violence within South Africa’s platinum sector, as well as to look for long-term solutions. Newspaper Business Day reported that the parties had agreed in principle on a protocol on how the various role players should conduct themselves at the country’s mining operations. Chamber of Mines president Mark Cutifani, who is also Anglo American CEO-designate, told Business Day that “the fact that the minister engaged so quickly when we saw a few problems emerge on the platinum side is encouraging, and demonstrates [that] lessons have been learnt from some of the tough issues we saw last year”. All stakeholders at the meeting condemned the violence and committed to promoting workers’ right to associate and disassociate with any union. The parties once again urged workers to refrain from intimidation and violence. The Mineral Resources Department said it would continue to engage all stakeholders in the interest of ensuring that South Africa’s mining industry remains productive. The parties were to meet again on Thursday to further discuss areas of cooperation between labour and mining companies in working towards a long-term industry solution. The Boston Globe reports that a federal Superfund site in Billerica, Massachusetts, is now the home of a 6-megawatt PV project. Urban Green Technologies completed the project on 40 acres of the old Shaffer landfill two years ago.The station includes 20,000 PV modules that make enough electricity for about 1,200 homes. The company will pay the town nearly $3 million over 25 years in lieu of taxes, in addition to paying $400,000 in back taxes on the site.“It was a complicated deal to negotiate … several parties were involved,” Town Manager John C. Curran told The Globe. “But the end result is the town is going to realize tax revenue on a site that was previously tax-delinquent and generating no tax revenue for decades.”Projects don’t have to be huge to succeed. Belfast, Maine, for example, became the first community in the state to use a capped landfill for a solar farm when it opened a solar farm facility earlier this year on a 10-acre landfill that closed in 1993. Closed landfills, even former Superfund sites, are becoming fair game for developers who use them for projects ranging from residential and commercial developments to solar farms.There are technical challenges, to be sure — settling terrain as buried refuse breaks down, gases given off by the site, and liquid wastes that leach out of the ground — but once engineers find ways around those problems, the landfills can offer new acreage in areas where open space is hard to find.Related Companies, for example, recently won unanimous approval from the Santa Clara, California, City Council for a $6 billion mixed-use development on 40 acres of the city’s landfill, Construction Dive reports. The retail and residential village is part of the 240-acre CityPlace proposed by Related. When complete, CityPlace would include 5.7 million square feet of offices, 1.1 million square feet of retail space, 700 hotel rooms, and 1,360 apartments — the largest private development in Silicon Valley history.Construction could start late in 2017, providing that Related gets the remaining permits it needs.Building high-end projects over old dumps may seem counterintuitive, but there’s nothing unusual about it, says New York attorney Dennis Toft.“Everyone is afraid of the unknown, but, on the flipside, you have these large tracts of land — frequently owned by municipalities or by people who are no longer managing them — that can be very attractive for redevelopment,” he told Construction Dive. Sites present many challengesFrom a sustainable building standpoint, former landfills are ideal sites for new development because they recycle land that’s already been used and allow undeveloped property in the area to stay undeveloped. Still, builders have to solve some difficult engineering problems to make the projects work.One problem is the inherent instability of the ground. As waste decomposes, the ground can settle. If the project atop the landfill is a golf course, that’s not a big problem. But if the developer is putting up office buildings or apartments, engineers must find ways to stabilize the area. The Silicon Valley Business Journal reports that Related’s Santa Clara project includes construction of an enormous platform over the landfill. Developers will drive deep pilings to support the platform.The fluid that trickles out of a landfill — that is, the leachate — often carries contaminants with it. These contaminants can spoil both the soil and the groundwater. Decomposing garbage also creates gases that seep out of the soil, and these gases can be trapped by a building’s foundation. Developers sometimes have to install a permeable layer of gravel to channel gases away from a building, or install a membrane beneath the building to keep gases out of living spaces.These problems, however, are not insurmountable. Anna Amarandos, who is working on site preparation for the Santa Clara project, told Construction Dive that clients involved in developments of this kind are used to the lengthy timelines that permitting and construction take. “Some of my clients are pretty experienced with complex projects like these,” she said, “and they don’t scare easily.”
Pune: The Ahmednagar police on Monday arrested Bharatiya Janata Party (BJP) legislator Shivaji Kardile in connection with the murders of Shiv Sena leaders Sanjay Kotkar and Vasant Thube on Saturday.However, Mr. Kardile, MLA from Ahmednagar’s Rahuri constituency, denied his arrest and said he “voluntarily gave himself up” at the Bhingar police station this morning.A press note issued by the Ahmednagar police on Sunday had declared that the BJP MLA, along with 53 others connected to the crime and vandalism at the Ahmednagar Superintendent of Police’s office, was absconding.On Sunday, the police booked Mr. Kardile, along with NCP MLC Arun Jagtap (Sangram Jagtap’s father) and 30 others for allegedly hatching a conspiracy and executing the killings. ‘Allegations false’The BJP MLA refuted all allegations against him. “The police are investigating the crime and the culprits will be brought to justice. I have no relation with it. Since Saturday, the opposition [read Shiv Sena] is besmirching some members of my family and me by linking our names with the murders. Seeing this, I voluntary decided to appear before the police and cooperate with the probe,” Mr. Kardile told a local television channel.The second high-profile arrest in the case comes a day after Mr. Kardile’s son-in-law, National Congress Party (NCP) legislator Sangram Jagtap, and four others were taken into police custody in connection with the murders.Mr. Jagtap was taken into police custody in the wee hours of Sunday. Congress candidate Vishal Kotkar, who won the Kedgaon bypoll to the Ahmednagar civic body; his father Balasaheb Kotkar; Sandeep Gunjal and Bhanudas Kotkar were also booked for their alleged roles in the double murder.Soon after Mr. Jagtap was arrested, Mr. Kardile, along with a mob of over 200 persons allegedly vandalised the office of the Superintendent of Police, Ahmednagar. However, Mr. Kardile denied allegations, stating that events had been “misinterpreted”. “After Sangram [Jagtap] was arrested, a mob had gathered at the SP’s office. I was returning from a function and decided to stop en route and pacify the mob. I urged the crowd to show restraint,” he said, adding he was ready to face any inquiry. The aftermath of the Kedgaon bypoll coupled with years of political rivalry are said to be the broad reasons for the murders of the two Sena leaders, who were first shot at and then attacked with sharp weapons.The murders have led to the suspension of police inspector Abhay Parmar of Ahmednagar’s Kotwali police station Minister of State for Home, Deepak Kesarkar. He has been replaced by PI Ramesh Ratnaparkhi.Mr. Parmar’s suspension was prompted by Shiv Sena’s allegations about the allegedly controversial role of the police authorities in Kedgaon in the crime.All three families — the Kardiles, the Jagtaps and the Kotkars — are related to each other by marriage and virtually dominate Ahmednagar politics, especially at the taluka and civic body levels.Both Mr. Kardile and Congress leader Bhanudas Kotkar have a history of crime, their names figuring prominently in the murder of lottery-ticket businessman Ashok Lande in 2008. The incident has snowballed into a political slug-fest, with the Sena and the NCP trading charges.On Sunday, senior Shiv Sena leader and Minister Ramdas Kadam, alleged that the murders were “a premeditated conspiracy by the BJP, Congress and NCP”.
